Thursday 26 September 2019/ Hour 1, Block D: Jeff Bliss, Pacific Watch, in re:  The building despair of Californians in face of mass homelessness.  How to conduct life?  Boulders – large rocks – being used in the Bay Area: homeowners resorting to placing boulders on sidewalks to prevent homeless encampments from being built.  In Oakland, 22 service camps for the homeless (which has increased enormously in the last few years); “the homeless-industrial complex.”  Full-scale homeless camps, including outhouses, lean-to’s, vermin, right behind the backyards of houses where the homeowner is paying large taxes.  Like something out of a sci-fi or Mad Max movie.  Insurance cancelled because of tent fires – five to seven a day in LA County.

A Los Angeles City Council meeting was punctuated by shouting and hissing as lawmakers weighed a proposal that would restrict where homeless people can sleep. Homeless activists say it amounts to criminalizing poverty. Neighborhoods groups say enforcement is needed to control filth and blight. This is really a homeless-related item...not campers/boaters/recreation seekers - Officials blamed the problem on an influx of drunken partiers from the Bay Area who have been too lazy to make the walk from the beach to the facilities. Hour Two
Thursday 26 September 2019/ Hour 2, Block A:  Ilan Berman, in re:  MH: I had the privilege of meeting the Azerbaijani Foreign Minister yesterday at the UN, along with Amb Elin Suleymanov. It was the sidelines, esp Rouhani with the Europeans; Iran was certainly the central issue.   Proceedings of the GA meetings and what participants had to say were really telling: Iranian attacks on Saudi should have led to a more concrete coalition;  instead, Euro leaders called for more discussion and embracing Rouhani. Being Iranian means never having to say you're sorry. There might have been a robust military response, but the longer we waited, the more the Euros were prepared to [jaw-jaw].  GA meetings tend to be more atmospherics; Rouhani’s speech was confrontational aggressive: proposed a regional security arrangement excluding the US with Iran at the center – “Washington is not your only option.”
       Trump Adm maximum pressure program is not maximum.  If Iran has to deal with Trump in the second term, it wants to have has many bargaining chips as possible.

Thursday 26 September 2019/ Hour 2, Block C:  Col. Eran Lerman, in re: Emerging strategic partnerships and threats to Israel.  Has proposed an American initiative to break the logjam of the Israeli-Palestinian situation – in context of the regional situation. Old paradigms no longer work.  At the same time, aware that current Palestinianlead4rship may not measure up to the challenge – political legitimacy in question (Abbas in the thirteenth year of a four-year term), as well as corruption, opacity, et al.  We need effective, compassionate conflict management. Jordanian, Saudis.  Iranian economy is in a nosedive; I think the sanctions are [the best bet to] bring the Iranian leadership to its senses.  If China supported Iran here, that would be a mistake: 1. They aren't really dependent on Iranian oil; 2.  If they lock Iranians into a violent course of actin, that would have very negative consequences for he Chinese economy.

Dr. Lerman is the Vice President of the Jerusalem Institute for Strategy and Security. Dr. Lerman was deputy director for foreign policy and international affairs at the National Security Council in the Israeli Prime Minister’s Office. He held senior posts in IDF Military Intelligence for over 20 years. He also served for eight years as director of the Israel and Middle East office of the American Jewish Committee. He teaches in the Middle East studies program at Shalem College in Jerusalem, and in post-graduate programs at Tel Aviv University and the National Defense College.

Reminiscent of the genius Bollinger’s invitation to Ahmadinejad; then, under much national pressure, received Ahmadinejad and was extremely rude to him in the introduction. Laughingstock. Assad. Iranian troops not being paid; Brits are thinking of paying 400 mil pounds sterling. Boris Johnson says that Pres Trump should come up with a new JCPOA. IAEA. Rouhani’s suggestion for a “peace plan” for the Straits of Hormuz.
