Dozens of high-profile officials and politicians across Latin America are being swept up in investigations into whether they used their positions to siphon funds intended to tackle the coronavirus pandemic.
The investigations, which have gathered pace alongside a soaring number of Covid-19 cases in the region, are a stark reminder of the pervasive presence of corruption years after the Car Wash probe sent shockwaves across the continent.

“Corruption is so deep-rooted that without a doubt many countries still carry these corrupt practices through pandemic times,” said Sérgio Lazzarini, an expert on corruption and crony capitalism at Insper business school in São Paulo.

“In the case of Covid-19, seeking to speed up the procurement processes, governments ended up making bids and rules more flexible and this opened space for opportunists.”

In Brazil, where the number of Covid deaths has surpassed 65,000, federal police have launched multiple investigations, ensnaring dozens of state and city-level officials and at least three state governors.  There was corruption before the pandemic and it continues now with no pause and no sense of remorse whatsoever

Since the end of April, authorities have begun a probe on average every three days into allegations of financial irregularities involving public budgets intended for coronavirus relief.

The various probes run a gamut, with most focused on whether officials either embezzled money or worked in conjunction with suppliers of medical equipment to artificially inflate prices — the profits of which could then be used to pay kickbacks.

As of June, the total price of contracts and purchases under investigation amounted to more than R$1bn ($200m), although police say they are still determining how much reached the suspects. . .
