South Korea has govts in exile domestically: each North Korean province has a governor in residence in South Korea.
Wednesday  6 September 2017 / Hour 1, Block C:  Captain Jerry Hendrix, CNAS; USN (ret); in re:  US Navy  will continue to have a regular  — persistent and consistent — presence in South China and East China Seas in freedom of navigation exercises; f/b/o not only the US but of all nations worldwide..  May be practicing with helos and armaments;
USN has 277 ships as of today; need 370.  Temporary loss of Fitzgerald and McCain (two Arleigh Burkes) constitutes a strain on our fleet.  Hitherto, we always tried to maintain 100 ships on the high seas at all times, bit now we've eaten in to maintenance and training times, esp in the Western Pacific.  A littoral combat craft launched this week.  The surface warfare module plus two others are not even completed, so not insta lled. Former assumption that [the envt would be more permissive].
